Skinbox, with the setting to include all approved skins, is working for me this wipe.  We have all the different images right now.

how to setting?

If you have Skinbox, go to Oxide/Config/skinbox.json

Some people would make this false, if they are more interested in filling up their config with unapproved workshop skins.  We do both.

I'm adding a large number of skins (5000+) to skins and skinbox, but it takes a very long time to load them.
I've set the timeout to a long time, but is this a client-side problem?

That's an awful lot of skins.  It's been five days since your post.  How did it go?  I have a lot of door skins, box skins and pretty much everything I can imagine, but I don't think I'm anywhere near that amount.

By the way, there are certain commands that make putting in skins quicker.  If you want an entire collection (or the unapproved skins from a collection that is largely already accepted),

skinbox.addcollection <collectionID>

To add it to a permission (so only those with that permission can access these skins (including approved skins)

skinbox.addvipcollection <skinbox.permission> <collectionID>

And to add multiple skins (not collections, but single skins, mixed items OK)

skinbox.addskin <skinID> (<skinID> or <skinID> <skinID> <skinID> <skinID><skinID> <skinID>
)
