Looking for someone to make a coinflip plugin that would use the economics plugin for rust. It would be nice to set a minimum coinflip amount and announce the coinflips in chat

Not sure if I exactly understand what that coinflip plugin should do but I've made one based on my best guess. I've PMd you the code while it's waiting for approval. I wasn't able to test it with another person yet but I tried it with myself and it seems to work fine. Let me know if there's any issues.
