I have been using welcome messages for over 6 years , plus info panel and Rules plugin to inform players of server conditions

If admin or players want to type in a command in chat it has to be preceeded by /

You could do that by using CustomCommands, CustomChatCommands and/or Custom Commands on codefling.

Things like pop output you get by using PlaceholderAPI. It works safe with CustomChatCommands. The other two i dont know. Give it a try ;)
