I did read the whole post and the question is "toggle on or off for who" if its for the acceptor (I assume) they would have to be reading the chat the whole time (on a busy server) so they did not miss the /tpr request or they would get an unwelcome guest, the amount of time it takes to type "/tpa" is minimal and about a fraction of the time longer than it does to hit a toggle key (if you can assign one) or you would have to type a command (as in proximity alert) which is a lot longer than /tpa.
Another point to consider is when you are building/installing defences for your base (turrets) you would have to have time to disble them so they did not kill your "visitor" if they are not authorised ? .
I used to allow /tpa's to my base from annoying/repititious requests from new players who would not take a negative reply to "can i come to your base" and they would /tpr into a room full of flame turrets.
