No Twig (Keep players from leaving twig for a long time)

Detect when twig is placed and start a timer on it. Cause a configurable amount of damage to happen every x minutes or once every tick until n ticks (or it's destruction) have taken place. This would keep players from leaving twig for long periods of time on their base.

Custom Decay does work for what it was designed for, but doesn't work for this instance as the twig can be protected. If you build a base completely out of twig, or some part of it, and then put wood in the TC, it will be protected when the next decay tick occurs. What I need is something that bypasses this and makes the twig decay regardless. This could be along with Custom Decay so that I could change the decay rate of it, but I would prefer it to all be in the same plugin where we can keep twig from being protected by the TC and affect it's decay rate and tick rate.
