can someone make a Plugin that allows Users with Permission to build on Roads/near Roads?

I think its just the opposite of https://umod.org/plugins/no-build-on-road
Since Rust dont allow to build on roads by default now...

that pluging is what makes it where u can build on roads. Download it install the plugin to your server and run this Command nobuildonroad.ignore
