Same here, players are getting DLC that they don't own.  I guess the plugin needs an update?

This api doesnt do nothing on its own. It is an interlink between actuall plugin and steam dlc/ approved content. The actual plugin has to use this API linked in their code to make use.

I think a lot of plugins have been updated to include the link so check for "Depends On" section of the plugin you are intending to download and see if it has this DLC API  listed in it or not.
