I use the Kits plugin from killyou but in the sets there are no paid skins or dlc items (I cleaned them), only some things from the admin panel (for example, the generator) remained.

Do I understand correctly that in this case the Player DLC API plugin is not needed and the server will not be banned, because the plugin just in case filters only those skins and dlc that servers admin accidentally forgot to delete?
It only checks skins added to the data config? If I deleted them myself, then the API is not required for checking skins/dlc in this plugin and the server is not in any danger?

The plugin filters dlc and skin. If you don't provide dlc/skins to players in anyway (via plugins that make use of this plugin) then you dont need it
