Can this have a steam id to let those with the steam id in the server, like a white list or something. I'm not sure how to use this thing.

That would be the Whitelist plugin, which you can find under the Plugins section.

This plugin accepts passwords (keywords) via player names or entered in the chat.

Please use that plugin's support section for questions and issues related to it. In general though with any command, you can usually use their Steam ID.
