Are you guys able to modify one of your own plugins for a coding fee? 

That's up to the original developer of the plugin. If a plugin is being maintained, but they aren't the original developer of it, they shouldn't be selling the plugin or charging for it as it isn't their original work. If you want to hire someone for their time, that is somewhat of a different thing and generally acceptable. In general though, selling something made by someone else is not okay here.

I was trying to get a hold of the creator, however there wasn't one listed. The plugin itself is called Political Survival. If you can give me the contact information for the creator I would love to speak with him. 

Yeah, pretty sure that was abandoned a long time ago. :P

Well that throws a wrench in things. Are there any coders here that are willing to create a plug-in sililar enough without crossing the proprietary boundries?
