I'm getting something that seems to be a bug. Player is auth'd on TC and it's showing building privilege, but when trying to set a home it gives the error: "You or a friend need to own the house to use home!"

Any known workaround or fix for this?

You'll find that he is trying to set home on a foundation he didn't build. Delete a foundation, let him build one then he can set home on that one.

Is there any way other than this? I mean perhaps something in the config that I can change/add that will allow clan members to set /home add in a clan base even if they have not build the base but are authed on the TC?

You could experiment by changing these.
"CheckFoundationForOwner": true,
"UseFriends": true,
