I dont know if i am doing anything wrong , but ANYONE can TP to anyone without a TPR request, friends or nor friends does not matter.
Please advise what to do ????

I find the plugin is working correctly with no problems, make sure you have set up the permissions properly.
you have to type
/oxide.grant group default nteleportation.home - /home, /sethome, /removehome
/oxide.grant group default nteleportation.deletehome - /home delete & /deletehome
/oxide.grant group default nteleportation.tpb - /tpb = returns you to last location teleported from,
/oxide.grant group default nteleportation.tpr - /tpr = allows you to send requests to tp to other players,
/oxide.grant group default nteleportation.tpa - /tpa = allows you to accept tp requests from other players,

These are the most used permissions, there are more listed in the permissions section of the documentation, but be wary of what permissions you grant players

The command works sometimes.

I have no re added it and set the permissions .
Someplayers however can TP to anyone they like with no TPR request or TPA acceptance . Also able to TP into buisling blocked?

Sounds like you gave out nteleportation.tp permission by mistake. Check your default group and see what permissions they have.

/oxide.revoke group default nteleportation.tp - /tp = Stops players being able to teleport to coords,

To make sure players only had the permissions I wanted i also revoked all other permissions apart from those i listed above,
