I'm trying to do "town set"
the chat displays "town not currently set"
Tried putting the locations manually too in the cfg, but as soon as I reload NTeleportation,
the locations are back to "0 0 0"
What am I missing?

Make sure you have the nteleportation.crafttown permission.
