Hello I am new with the teleportation plugin I would like to know how to only authorize tp to admin and vip only. 
for the moment all players are able to tp and I can't block the players. is there a good config of the NTeleportation.json file

revoke their perms and grant them to the admin and vip groups
if you grant it to default group then everyone can use whatever perm you just granted

they have the permission, or are inheriting it from a group

again, the /tp command is not possible without permission or another plugin using the same command.

yes I understood that with the command /tp put me there is no need to do it only to click on the map

it would be another plugin then with the same functionality. there are many plugins that can do that. looking at the default group permissions is not useful. you want to look at the individual player and see what permissions they're inheriting, and where they are inheriting them from using Permissions Manager plugin

most common plugins with map teleport:

raidablebases.mapteleport

teleportmarker.use

nteleportation.tpmarker

your question is no longer clear anymore. you stated players can teleport, but with that plugin they cannot teleport until they type /tpm and they must have permission to enable (but not to disable). admins do not require this permission. this is why it says player.IsAdmin

you are looking at the default group when I said to look at the individual player permissions to see where they are inheriting it from

you should not edit the plugin

unload the plugins until you find which one is the problem. when you find the problem then look for the inherited permission.
