No matter what I do, all players get every command. I have re installed the plugin, restarted the server, and I have made sure the default group has no perms for teleportation at all, I have made sure they are not admin nor have the permission on there own, I have tried everything I can think of. Please help!

it's not automatic, and they can't use it without permissions unless they have auth level 1-3 depending on your configuration.

I made sure the account that tested it was not an owner, admin or moderator. only default rank and auth level 0 and no permissions, Either this is a bug or i am missing something, i just can't put a finger on what i am missing. 
Im going with the default config and fresh install of the plugin btw.
If what you are saying is true then this is a bug?

it's not bugged. you must have permission or be of auth level to use anything
