I don't know what you're talking about. Block Teleport (NoEscape) is the only option and that message is "You can't teleport while blocked!"

there are no other options or messages for NoEscape

if you walk away 3 blocks it still has you maked as combat blocked. shouldnt it remove the tag?

Not sure as thats a feature in NoEscape, and I don't use that plugin. NoEscape determines if the player is blocked or not. NTeleportation just asks NoEscape for that answer. This means I can't help you so you will need to ask the author of NoEscape.
