I have enabled monuments teleport "Allow Sethome At All Monuments": true, and when i try add home on monument I get message saying homes only allowed on foundation.
any ideas?

you are forcing homes on foundations then. post your config. likely Force On Top Of Foundation is true

So what is purpose monuments in config as if you not forcing homes on foundation you can save them anywhere including monuments.... ? Monuments homes would be bonus with homes on foundations.
