Water limits (https://umod.org/plugins/water-limits) does not seem to work and no one is doing anything about it.
We clearly need a way to do this because people will hide under water and disconnect with stash on them. We could teleport to nearest land OR designated spot... like /town it could be /uwater set would set a location people teleport to if under water when fell asleep... like a jail :)

there is a lot more involved to this than just simply teleporting someone. several issues with this suggestion would have to be resolved before it could be implemented
1) teleporting them to a safe zone would cause the player to be killed after they've been offline for too long due to the npcautoturret.sleeperhostiledelay convar. how do I prevent this? If i block this, then it would have to be optional otherwise people would complain that it isn't. effectively defeating the purpose of this feature entirely
2) setting locations manually would leave quite a bit of room for operator error, and cause a lot of players to be killed if the position wasn't set properly. this was a common issue before outpost and bandit locations could be set automatically, and still required the location be checked, which causes server owners to be confused when they can't set an outpost location to some other part of the map
3) this will be requested to be done automatically, and would require more effort than its worth.
4) finding the correct depth to trigger the teleport, and preventing players from exploiting it
this all requires a huge amount of time and effort to implement properly. not to mention the issue needs addressed by Rust, and not by some plugin as a bandaid
either way, this should be in its own plugin if it were to be made available. this does not fit within the scope of the plugin as it is intended to fix an exploit within the game itself

1. In this case I would think it is not the mod authors responsibility to resolve; it would be the mod users responsibility to not use a TP to a safe zone when using /uwater set. Some admins might do this (allow turrets in safe zone to kill them) as punishment for sleeping under water. The current mod is "suppose" to kill you slowly over time now anyhow.
2. I do not understand this limitation because we are setting some of the locations manually now (/town set)??
3. This I would need more information on but hey I am not tryiong to fiorce this upon you... if you think it cant be done then who am I to say... :)
4. Allow the depth to be set in the config (puttting that ownership on the mod owner) like initially it might be set to -5 (example only)
As for the game not drowning people sleeping in water I agree with you however we could probably talk all day about these issues and many mods are solving them.
I would assume you could work with Wulf and leverage some code / ideas from the original Water Limits (https://umod.org/plugins/water-limits) mod as it seems like he is not doing anything with it.
