Are you able to teleport from town somehow?

Only times (I have found) that you cant teleport is from a (someone elses) cupboard protected area,when swimming and I think they have disabled to/from Cargo Ship and balloon (?) and even though I have "disable when hurt"= false i still cannot do it when too cold/radiated or badly hurt,
But I have no problem tp'ing from Radtowns/outpost/bandit town etc
There is an options menu in the config.json which you can edit.
