im trying to create different tiers for use as rewards, so that the default tier has 2 homes and a 'z' tier have 4, for instance, how can i do that?

You can configure NTeleportation to have different VIPCooldowns / VIPDailyLimits / VIPHomesLimits / VIPCountdowns.  Once you configure the VIP settings, reload the plugin and assign the permissions you specified to the VIP groups.

and does those homes stack? say i have: 

"VIPHomesLimits": {
      "nteleportation.vip1": 20,
      "nteleportation.vip2": 5
}​​

would someone with both permissions have 25 homes? if not, is the only way creating a third permission?
