I have checked, and the vip group does not have the use of nteleportation.tp, yet they can use /tp name to name. I dont understand why?

I found this out when I was crafting something in game and all of a sudden there's a VIP player walking around in my locked house. As the owner I do not want VIP players to be able to use this option.
