Cannot accept a teleport request standing on a square foundation that does not have a TC, says "TPTargetBuildingBlocked".

Going to need the debug output for this one as I'm not able to find the source of the problem in the code without it

The only times this should happen is;

1) Player owns block but blocked by UsableIntoBuildingBlocked=false

or 2) Player blocked

Still happens.

I was testing this bug with another player on my server.

I built one square foundation (with BGrade 4 if that matters) and did not set a TC, I tried to /tpr to him while standing on the foundation and the request was sent to him, so I canceled it with /tpc.
Then I asked him to /tpr to me while I was standing on the foundation, I received his request but I was unable to accept it and got this message "TPTargetBuildingBlocked".

After all this I cannot teleport to anyone anymore.

I was able to /tpr again after standing inside an area where I have Building Privilege.

This shouldn't be an issue in the next update 1.2.4
