Is there something wrong with my config as players are still able to set home in Oil Rig and also TPR to player in cave will cause it a player to be teleport outside of world which causes death.

Another issue also happens when a player already authorise a TC in a raided base but couldn't TP in it and kep saying building privilege not allowed.

please help.

ForceOnTopOfFoundation does not affect TPR.
Try to /sethome in the center of the floor/foundation, just keep trying, or you can just set this to false
