because it's giving to SetHome on OnRig ?

Are you wanting to prevent or allow it?

If you want ppl to be able to set homes anywhere  just change this setting: "ForceOnTopOfFoundation": true and make it false

But thay would only allow them to set home on ground floor. Any other way to prevent that?

I've enable Strict Foundation Check while turning ForcedFoundation to false. It still allow players to Home Add anywhere. Even on Oil Rig.

As mentioned already, this is an option InterruptTPOnOilrig in the next update 1.0.87
