what u mean runescape? can u explain this?

You probably have OffsetTPRTarget true, player 1 stands near a rock, player 2 /tpr to player 1, and player 2 will get teleported slightly offset from player 1's position and get inside the rock.

Rock Block is not perfect and only detect building in rock.
