Is there a way to restrict the use of TPR/TPA/TP/Home while a the player is within the no-build radius of a monument?  My server uses TP but the players are wanting to prevent people from looting and scooting so much.  They suggested that if players had to leave the monuments effective radius in order to use TP/Home, they would have more encounters.
