Friends has to build foundation to set home, is there any way that my friends can set home just when they have access to my tc without building anything?

"UseFriends" needs to be set false, that is if you want anyone to be able to sethome on that foundation. If you're using that option and want it to be true, you'll have to use a plugin that utilizes "Friends" such as a clan plugin. That way only clan members would be able to sethome.

You are wrong, as you can see from my config Friends is set to True and anyone who authorises the tc can /sethome in my base, The only "friends" plugin* i have installed is the "friends API" , I have been using this plugin for many years (since MTeleportation "died" ( First Release: Apr 12, 2016) and have no problems at all,

Little wird you know, your settings say: "ForceOnTopOfFoundation": false,
So you are not required for foundation.
