Can someone help me with the setup as I am a bit confused. 

I had an instance where base owner started a raid block for the enemy that was trying to online them by first shooting at the thier own floor and then shooting at the base that the enemy was building starting a raid block for the enemy, is that the way it is intended to work? Like shouldn't the raid block only be applied to the person that shot/used a rocket at someone and doesn't block the receiving side unless the receiving side decided to retaliate?

If that is the case can I exclude bullets from raid blocking someone and only leave it to explosive bullets, so just shooting at an enemy that's building a raid base some distance away won't start a raid block for them unless they decide to use explo ammo?
