I was thinking about adding No Escape/Raid Block Plugin to my server but i heard that it hurts server performance and makes it lag, Is that true?

Every plugin has a performance impact.  So technically yes but the this plugin is highly optimized and the cpu/memory footprint is minimal compared to what the plugin actually does
