I've searched for and wide and tested extensively so I'm just gonna post here cause I bet I'm missing something obvious.
For some reason, I can't seem to figure out how to allow users to use recycling whilst combat blocked. Can anybody point to me the right variable to disable this?

I resolved this myself, was a conflict with one of my custom scripts. Sorry for the needless thread.
