Most plugins have permissions and Oxide has groups which players are assigned to automatically.  Both players and groups can be assigned to groups.

When you install a new plugin, if it has permissions, you will generally need to assign some permissions to a player or to the group (that represents multiple players) to get the plugin to work or do some particular thing that you want.    This plugin, as stated in the documentation, requires that you assign permissions in order do it to do anything at all.

Further it should be noted that if you're testing this on your own base (that you built) or testing this plugin as an admin, that will affect your testing and may not represent how it works for normal players on attacking another player or someone else's base.
