TP must be added in TP plugin. Please, clarify what do.you mean by custom monuments

I think it would be possible to add the possibility of adding manual monuments (exampe: /add.cmonum name. then it would save the position on the map and assign TP as the default function,

I don't get it.

Write a chat command, after the command is saved to the TP slot plugin and added to the TP position. You can then add a monument label to the saved position

this command would be via guishop, the player will buy the command and port it to momunet to be assigned

on a map where you have your own landmarks, created in rustedit. on the site where admin stands would enter the command and register the memory, which would then appear in the plugin menu, + cmd console for TP for monuments. It would be a good idea to add a cmd console so that the commands can be used in Guishop
