I pushed an update to the plugin's GitHub repo which should correctly convert safe zone recyclers to yellow instsead of green. Please test it an let me know if that has fully resolved the issue for you.

It fixed my fishing village recyclers, thanks WhiteThunder. I don't have and did not test normal ones changing based on power grid stage.
