when i use the mapaste <file> to paste a building in outpost the height is not right and spawns half of the base in the ground and when I want to move it with telekinesis it just stays on that say height 

That is due to how Copy Paste works. You can pass a parameter to override that. Something like mapaste <file> autoheight false. The autoheight parameter is a feature of Copy Paste itself. Monument Addons will simply pass along along any parameters to Copy Paste.
