If I use this plugin to add payphones to monuments that otherwise don't have a payphone, will the phones automatically be named after the monument in which they were placed?

Yes, the telephone naming feature was implemented by a community contributor back in April-May 2022. It's all automatic. Currently the names are in English since it's not feasible to show different names to different players.
