Bypassing car keys is technically challenging because the client doesn't actually send any messages to the server when attempting to mount a lock car that you don't have the key for. This means that in order for the mount prompt to appear, the plugin would have to do some networking shenanigans to trick clients into not knowing the vehicle is locked, which could have a server significant performance cost.

An alternative avenue you could explore would be to allow players to deploy code locks or key locks onto vehicles (using Vehicle Deployed Locks), then use addon plugins (perhaps this plugin) to allow admins or players to bypass.
