This happens often now in my server. You start building a base then all of a sudden part of the base become un-upgradable and some times you cant build walls of foundations in places that are perfect for them. Last time it happened to me when i lined my walls with furncaes then tried to upgrade the base from metal to hqm and all the foundations with furncaes would not let me upgrade.
