Did you grant the permission listed on the plugin page?
This is an issue for me as well. Happened after most recent P-Admin update.
Both the group and user are granted the permission but continues to say "You do not have the required permissions to use this command."
This plugin hasn't changed, so if you are relying on another plugin to handle it, it's likely an issue with that plugin. Try granting the permission manually.
