Not understanding the fade option for the messages, can anyone help ?

Regardless of what I set the options for Fade in / out, the messages never actually fade, they just switch from one to the next.

My aim was to have the messages appear for 10 seconds  once per hour, for example, but I don't want the message to remain on screen but fade out.

can it be done ?
