The background translucent "black" is from the "Docks" section.   The other issue, you have to play around with the JSON, it has an ACTIVE color and an INACTIVE color be sure you don't have the INACTIVE color set to "yellow"

Iif you are using "monument Radiation" plugin (or similar)  make sure you are also using "RemoveDefaultRadiation" plugin as well so that the "game" radiation is not interfering with your settings,
