We were having a rubberbanding issue on our server. We unloaded all plugins 1x1 and reloaded. It stopped with ImageLibrary. I did a server restart and the rubberbanding was back, I unloded ImageLibrary only, it stopped, and came back with the reload. I did this several times to confirm. I did see an error on serverstart fo rthe plugin. ImageLibrary error on server start This a link to the image in dropbox. 

Sorry. I didn't install the API key on the new server. Issue resolved.
