I would suggest creating an autoexec.cfg file in the server directory and adding servername MY_SERVER_NAME line.

If you are talking about HW V1, diemensland is default you don't need to set it. In HW V2 you will need a workshop mod.

Are you hosting legacy server or v2?

That's a v1/legacy map, it cannot be used with v2 server
Does legacy support oxide mod?
