is there a any idea that there is a plugin for a group that has certain rights?

What rights/permissions a group has is based on what you give them. There are hundreds of plugins that provide permissions, so it's up to you what "rights" you'd like to give them based on each plugin.

i got Better chat and a maked the group mod but i want somme permissions for the group 

Permissions don't really have anything to do with BetterChat, permissions included with plugins and managed by Oxide. You can see if a plugin offers permissions by looking at their documentation/download pages.
