After run server on linux has dont displaying console  but server and plugins is working. 
My os is Debian 10.

Hurtworld doesn't have a console on Linux, so this is normal. Windows also doesn't have a console unless running Oxide as well.

How i can add any permission i comandline? On windows i added this in console but on linux i cant do this

You would have to use the commands in-game as admin generally.
