Created NPC.  Set a Kit on the NPC.  Created a Recording (held down key I use to talk in-game... others can hear me and I can hear them).  Saved the recording.  Set /npc soundonuse true.  Used /npc_end.  Walked away from NPC.  Walked up to NPC and hit my Use key.  NPC turns to face me, but no sound comes from it.
Edit:  Finally got it to work.
