Works fine in any other state, but opening the loot in the chest, it doesn't stop the vanilla loot.

Did you setup all the Loot Tables in the Data Folder?
I'm sure I have, I mean HolidayLoot can't have an action item in the crate, it'll be a vanilla loot.
