I added this plugin literally just for a way to announce before an automatic early morning restart (I must admit some of the other options are cool so I am enabling some of those too). But I don't understand the "Restart at....." part. That is 'server time' correct? And can I delete the second entry because we only restart once per day

Yes you are correct, the restart time goes by the time of the physical or virtual machine that the Rust server is being run on. If you're using a hosting company and a VPS then typically the server time will be the same as the location which it is hosted.
You can also have as many entries as you like, if you want one, just remove the last.
