I'm setting a store where players can buy ammo and guns, and I'm using the give command for that. I would like to know if it's possible to spawn a gun unloaded since I also will be selling the ammo.

No, the default ammunition in the magazine is part of the Rust loot system. The Give plugin would have to be modified in order to provide this functionality.
