Some authors allow to submit patches to their plugins but that can result in not getting a timely answer or none at all. It is not possible to modify plugins on this platform owned by others. If a plugin has no owner you can try to claim it on the plugins page. To my understanding all licenses that are available on this site permit you to fork the code and provide it on other platforms. If a plugin is unlicensed the case is less clear.
