Hello,  I just started a second server, I would like to give my current vip's access on the new sever as well.  Can I just copy the oxide.groups.data file to the new server, or will I manually have to add perms as they log on?

As long as they are in the same location and uploaded while the server is offline, yes. You'd have to copy the oxide.users.data too if you want them assigned to that group from the old as well.
